It's not a straw man. A straw man would be Fred saying "So you want to just execute all Arab immigrants in Cologne because they're all rapists?". That's a gross exaggeration of what Lucie said and not even true.

Fred didn't (directly) address Lucie's position nor did he offer a distorted view of it. He provided a quote from Lucie's link that 1) highlighted that they have not been able to establish that these criminals are immigrants and 2) suggested that since a person who was anti-immigrant stabbed a pro-immigration politician, anti-immigrant people must be dangerous criminals. 

While not relevant to the topic, it was an attempt to point out the ridiculous logic Lucie uses when he makes sweeping generalities of Muslims.
