Did you happen to notice this part of the story?  This same thing has been going on for years, but apparently it was never a big deal until some one claimed refugees might be involved

I have seen a lot of articles that have had reports that they were refugees and immigrants.  There is a belief that the government in Germany is trying to cover it all up, since they don't want to make the refugees and immigrants feel unwelcome. 

Believe what you will though.
