Basically his evil theory only works if they planned on having contraceptive use increase for middle class white women and for contraceptive access to decrease for poor women.

Middle class white's are also undesirables in addition to the poor. The difference is that the middle class isn't as dependent on low income medical care and can afford to get better and more informed medical decisions. They also can't tell middle class that they can't afford a family. They can tell them they need to, get a career, have a life before a family, get an education...... It's just the same negative eugenics message wrapped up for whites and/or middle class people who have more resources and access to education.
