The Grand Jury in the Tamir Rice Case Did Not Take a Vote on Charges

I'll guess.  This grand jury wasn't there to indict or not indict but to determine if a crime occurred.  I knew the state had to prove a crime occurred (Im sure there is a Latin term) but I didn't know grand juries could do that.
