Seems pretty obvious that it should be allowed for adults who can make their own choice.
But what if the child seems to want it?
I'd say let the minor have a confidential session with a clinical psychologist and then let them decide if the child really wants it. Even then I would only agree with kids over 12 or so being allowed to consent.
