Insular communities are a problem in America, be they insulated by religion, race, ethnicity, hatred of the federal government, etc. If local communities or states do not have the laws to act upon this at their level, it may be time for the federal government to look into it.

This is one of the problems that Europe is having with their 'homegrown' Muslim communities (which has been the primary sources of most recent terrorist attacks there). Policies have permitted and in some case encourage Muslim citizens to develop their own personal ghettos and insulate themselves from the society at large. This has been going on for over 50 years. Now, the so-called "Third Generation", which has rampant unemployment, is acting out against the societies where they live. Fertile grounds for extremist internet Imams to recruit.
