Then you are not talkingh about actual technological evolution. You are talking about perception. Those are two different things.
Seat belts and safety glass were clearly superior choices in automobiles, but people were not willing to pay for them.
Instead of just letting people die because of their poor choices the government stepped in and saved millions of lives and billions of dollasr.
