WTS, I don't know the experience of the female, but if she was not trained on triage we cannot lay 0.000001% of the blame at her feet. BTW, an easier way to remember your lifesaving steps is do your ABCs.
Maybe she has been trained in triage and triaged him as expectant in which case no treatment is necessary because triage and treatment are two different things. Or maybe she was following the officer's instructions of "keep your hands where they are."
