WTS, I don't know the experience of the female, but if she was not trained on triage we cannot lay 0.000001% of the blame at her feet. BTW, an easier way to remember your lifesaving steps is do your ABCs.
Even if she was trained I can't lay blame. Me, in that situation, I don't know what I would have done. I do know, though, that moving to treat would not have happened.
