The Atheist billboard supports acting according to the laws of the land.  No one should have a problem with them.

I would have no problem with the Christian billboard if it did not claim that religious beliefs should control a persons actions more than the law of the land.

That's a huge stretch filled with a lot of assumption. "Stand with God and be judged by the world instead of standing with the world and being judged by God" has nothing to do with laws. Jesus prayed that before the crucifixion about those that followed and believed in him. It's about being in this world, among others (including "sinners") but not being 'of this world' (partaking in "sinful" things). 

It has zero to do with following or not following laws of the land.
