Arkansas judge’s ‘debtors’ prison’ court jailed cancer patient over unpaid bills

I work in Blount County, TN. A few years ago they were trying to justify getting a new jail built so they paid The Institute for Law and Public Policy to do a study of their overcrowding problem. The policy returned a scathing report that basically said Blount County was running a debtors prison and that was the reason for the overcrowding. The Blount County Commission responded by shelving the report for over 3 years until someone finally asked about the money spent for the report.
