You need both the correct scheme and the correct players. Having one without the other will not produce a good outcome.
If we keep using iloka at free safety even though its obvious he cant play free safety a change in scheme isnt going to correct that weakeness. The correct players and correct scheme is needed to be used at the correct time . For example you wont use maualuga or dansby on passing downs.
