Certainly will be spending if he implements his infrastructure plans (which apparently is not a priority for Congress), but I imagine that will be done via contractors and not federal employees. 

Ideologically, government will get bigger in some sense, but if you take his proposal at face value, he plans on making the federal government smaller in personnel size. 

Yeah, I meant with spending not so much with people.
