Pretty much this.  The purpose of this is to have law enforcement, if they have contact with the person, notify them of the warrant so they can resolve it.  If they don't resolve it it will prevent them from doing things such as renewing their drivers license or vehicle registration.  As for my point about CA law, I can only speak to what is done in CA, things are done differently in other states.  My statement was meant to clarify that I can't definitively speak on laws outside of CA.
