Guy is clearly a bit nuts, but from what I read, it didn't look like he intended to kill anyone. Read he let everyone flee, and then fired shots. Then surrendered peacefully when the police surrounded the building.
Maybe in his craziness, he thought if he did that, then the police would search the building and if there were kids, they'd be found? Who knows. As I said, nuts, but at least didn't seem to want to kill anyone.
