Fred, I don't know if Jesus actually said that, but I am pretty sure the Apostle Paul covered the subject in his second Letter to the Republicans, which was all about getting priorities straight.

It is right after the parable about the rich man who divorced his wives when they got old and married younger women, while the poor man had to stay married to the same woman long after her body went to pot. Jesus supposedly called that a "waste" and compared Mary Magdalene's comely face and figure to those of the high priests' wives, whom he reportedly called "flat-chested dogs" and their husbands "losers." 

Then Paul went on to talk about "wealth creation"; I believe it is there that Paul explicitly says that if you constantly run around worrying about "innocent people" you will never get yours. Then he tells the parable of the rich man who poisoned a village well to get back at another rich man who had cheated him. Not only did he kill his enemy, but half the village died as well and he was able to buy their houses and land at half price,  then flip them a year later at market value. In the words of Paul--"that was huge."  As I interpret it, Paul isn't saying it's ok to harm innocent people--just that you have to get your enemies and let the chips fall where they may. Even then something good may come.   

Jesus was pretty clear that he did not want "losers" for followers. The word is repeated 733 times in the four gospels, applied to women, the poor, and tax collectors. Then there was his Sermon on the Bank, which started out "let the small investors come unto me" and he was able to convert 10,000 small investments of fish and bread into a down payment for a casino; he paid himself a huge managers fee and then filed a business bankruptcy. Then there was the school of prophecy he started that was crushed by big Roman Government and their phoney fraud regulations. I don't have to remind you what happened when Jesus went before that liberal judge Pilate whose Roman background should have disqualified him. The whole of the New Testament basically lays the foundation for a society in which there are opportunities for wealth creation without government interference, and no stifling of entrepreneurship by fraud regulations and taxing the winners to pay society's losers.
