No, the person doing the punching is responsible in every instance. I know you're not advocating this (hence the quotes), but the abdication of personal responsibility, especially when it comes to adult's behavior, in this country honestly sickens me. If I can put up with the stuff I deal with at work every day without punching someone then these people have no excuse.
