It also doesn't promote any religion. It's God. That's just a believer regardless of religion, and many believers have no actual religion. I'm sure there are court cases that have narrowed it, but I'm talking just as it is written.
It has gone through the courts. There have been a couple of takes on it, one is what you say here, it's a generic god. It's more of a ceremonial deism than promotion of any religion. The other argument that came up in one was that it lost any real religious significance because of the rote repetition of it all.
I might argue most religions involve plenty of rote repetitious behavior, but still.
