Being like the Steelers doesn't include hiring more scouts, having your own top notch practice facility, etc.

Scouts cost money.  So does Gatorade.  And a practice facility?  Why purchase one when you can mooch off the public university or an indoor soccer field 45 minutes away?  Mike Brown didn't become a billionaire by providing the players with an environment similar to 31 other teams.
