Ultimately the powers are not "balanced." If a president angers enough congressmen and Senators, they can pass laws limiting his actions and over ride vetos. That happened to Nixon.

I think Trump will be like Nixon on steroids--angering whole departments of the exec and Congress.

By violating unwritten conventions and decorum, he will call forth laws to control all future presidents

--until he is impeached or forced to resign.
