No, the number of Canadians seeking permanent residence each year is on par with the numbers we see from Egypt or Iran. However, one needs not be seeking permanent residence in order to perform an act of terrorism. One could argue that just getting across the border for a visit to cause destruction would be much easier than seeking residence.
