No it is not "essentially banned".
There are no laws banning it. Even if theaters chose to stop showing it that would be a financial decision, not because of any law. And it would still be available to anyone who wanted to see it.
There are no longer any big screen porno theaters in the area where I live, but that does not mean porno has been banned. And there will always be plenty of people selling confederate flags.
