There's definitely a chunk of them who are secretly anarchists, they just hate the implication that anarchy means chaos. They believe that we can live without a government and will try to argue that Irish clans under British rule are an example. 

Most are not so aecret.
I think the author is mostly tongue-in-cheek, while affording a look at the pitfalls a newbie Libertarian may face
I've gotten used to the extreme subsets of Libertarianism.
I think that with the right leadership, their talents can be utilized.
