He probably realizes that if he honors guys like Kenny and Munoz while avoiding guys like Pickens, Dillon, Palmer and Chad, it will be clear that he's avoiding certain players. 

He should let the grudges go and honor the disgruntled players as well. They had legitimate reasons to be upset. Of course, Mike Brown probably disagrees.
The training, nutrition, medicine, fitness, playbooks and rules evolve. The athlete does not.
