Whit's comment says it all.

Look at the deal.  His cap hit is $9.167 million this year or $166,667 more than the Bengals paid him last year.  The Rams can cut him after one year and the dead money is $3.33 million.  The dead money plus this year's salary is less than the price of the transition tag.  Thus, if Whit's performance drops the Rams can cut him and they essentially pay less than the transition tag.  The salary cap increased by $12 million this season, so just the salary cap increase alone pays for Whit's contract.  And if the Rams do cut him next year, they can take a $3.33 million dollar cap hit in 2018 or spread it over two years by designating him a June 1st cut ($1.67 million cap hit in 2018 and 2019.)

Can you explain to me what is so crazy about that deal?

In otherwords, the Bengals balked at signing Whitworth over $3.33 million in dead money.  M***** F******!
