Seems like a sovereign citizen type. One of those quasi-libertarians who doesn't understand how the law actually works.

Apparently the use of "free inhabitant" in the AoC meant someone who wasn't a slave. Not that her misuse of it matters as the Constitution supersedes the Articles.
