Timbraind is completely wrong.  This theory is based on a misinterpretation of Article 1, Section 8, of the Constitution which lists the powers of Congress.  Clause 17 of section 8 says......


The Congress shall have Power To ...exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seat of the Government of the United States....



So these people try to claim that the legislative powers of congress apply ONLY to the District of Columbia.  They claim that Congress has no authority to pass laws that apply to the rest of the country except in the case of regulating commerce which is specifically listed in clause 7.  This argument is baseless and has been rejected by the courts.
