The article's conclusion is overreaching and too broad.

It doesn't take a rocket scientist to figure that demand rises when more people have access to goods/serves (in this case healthcare when more people get insured) . It's not surprising that the healthcare industry needs to hire more  to meet rising demand. That's basically what this article is saying: Economics 101

What it isn't saying is that the overall economy experienced job growth as a result of the ACA, nor does it say that the gains in the healthcare industry offset potential losses in other sectors resulting from the ACA.

Also, there's a difference between employing people and creating jobs. Unless economists can demonstrate that individuals would've otherwise been unemployed if it weren't for these jobs, they're making a huge leap in in their argument.
