The action is not the question, the motivation for the action is. Isn't that what we've been hearing from the left for months regarding the travel ban EO's? That the POTUS has the authority to curb, or restrict travel from other countries, the argument for halting the EO's has been the motivation behind them. So, you now have to decide, is motivation important or not?

I'm honestly not trying to be hostile or rude here, but you're displaying a bit of naivete here. How many times have we caught Israel spying on us? Didn't Snowden reveal massive espionage by the United States against Germany (which btw is evidence of why the man is a traitor)? Did we stop meeting with either country or vice versa? Yes, those countries are allies and Russia is not, but the point remains, this kind of activity is not uncommon between countries. They are not cause for a freeze in relations, in fact, doing so with Russia would be highly counter productive for our national interest. If there was a cause for freezing relations with Russia is was their annexation of the Crimea and invasion of eastern Ukraine. I don't recall Obama freezing relations in response to that, do you?
