There are other points in the article that point to racist attitudes than just just "strong immigration policy." The article uses the example of people donating to an anti-immigration group associated with maintaining a white majority.

Anyway, the article is about how those views on immigration are being affected by anti-racism norms. So it seems that people that are for tighter regulations on immigration seem to be seeing it as viewed as racist. This could be a chicken and egg argument, do they see it as racist because others do, or do others see it as racist because they do? Interesting question to look into.
