I guess that would depend on the motives of the ones encouraging condom use.
Margaret Sanger may have encouraged the use of birth control as a means to weed out a race because they are believed to have genetic defects or undesirable traits...not aware of any modern day entity that does though.
Again you're missing the point. Eugenics is a belief, or a study....
Forcing one to become sterile is the practice of eugenics, as is making a deal with a prisoner as this judge did the practice of eugenics.
