Well, for one, I certainly hope that my brother in law is able to take advantage of that bill. After getting blown up by an IED, he went on to attain his Master's in Political Science. He is a gifted mind, in many facets. I'm hoping that he is able to take advantage of this, and ultimately strive for his Ph. D.
