I am a big supporter of Big Government programs like the GI Bill, but I have concerns this expansion may be coupled with de-regulation of the GI education market. If that happens, the government spigots will be open and taxpayer money will flow to buy degrees of questionable value.

Yeah, hopefully it goes in the right places. That said it still sounds like an overall good thing.

Yeah, as someone who still has GI Bill benefits to use, and friends/family who have/had it, it was my second thought after how it sounds like a good idea.
