Immaterial, what he wants versus what he costs (in all aspects) is.  Grow up and realize this and you'll understand why he remains unsigned.
If he's better than a starter, then why wouldn't he want low-end starter pay?  No need to be snippy.  Just stating facts.  Bortles and Henne are trash.
