Then once he was a free agent:

Then they went out and gave Andre Smith $3.25 million to stay.

This doesn't surprise me. Boling makes an average of $5.2 million.
Clearly the Bengals have an approximate value they will spend on guards. The Bengals likely wouldn't have gone over $6 million.
