NSA filibuster on now

Maybe I'm in the minority, but filibusters seem to be a physical representation of just how pathetic and ineffective our legislative branch is.

I don't know the exact rules or terminology, but I believe a certain number of people who are on the opposite side must be in the chamber or the person filibustering can call for a quorum, and if there aren't enough Senators to make up the quorum, then he can stop until there are enough people or something like that.
