You do understand WHY LEOs have all that, right ?
First of all, it is all surplus that will likely go to waste.
Second, we have tons of soldiers that are coming home from war with an amazing amount of experience of how to kill, maim, and destroy.
(understand that not all will use that info, but mathematically it increases the likelihood with numbers having said knowledge)
Third, information available like never before.
You'd be surprised about how many people out there know how to make an IED.
That is why police need armored personnel carriers and the like.
