I was reading that even the rookie minimum for the 2017 season , was $465,000.  So, even if they replaced those guys with 13 rookies off the street, it would have cost 5.85M.  We know that they did not sign all rookies.  In the case of Winston, a vet with 10 or more years of service, his minimum would have been 1M.
