This is all true. It was a big deal for years. With regards to 2016, it's an even bigger deal because people tend to see 3 million or 2% more votes as more significant than 500 thousand and 0.5% more votes. 

Though one difference is Bush didn't keep bringing it up, didn't suggest those 500,000 more votes were illegal, and didn't create a commission to prove so.
