My opinion, both need to happen. 

SS isn't all bad or good. Like anything, it's a mix. We need to focus on the good (a safety net used by people that paid for it) and fix the bad (a free pool of money for special interests). Same with our military. We need to keep updating and upgrading, but at the same time we've got to pull back from trying to occupy 2/3rds of the globe.

But I doubt either one happen. Too many people rely on SS (or at least want it to be there) and we've already gone down the road of making anyone who isn't pro-big-military a pariah.
