Most people don't realize this, but even for the most severe crimes the juvenile justice system is geared toward counselling instead of just strict punishment. Even the youth that do something bad enough to get locked up are generally given indeterminate sentences which means they don't have a set length of incarceration. Instead they stay in custody until they cooperate and complete counselling programs.
