Right Wing Americans have long hated the UN. They see it as submitting the US to a One-World-Government, or at least heading that direction.
There is still fear that some things Americans do (like Bush on torture) which could be prosecutor under international law, so the weaker the UN and the international legal system, the better.

And yes, Putin is laughing--at France too, though more at the US.  NATO is fragmenting. Trump threatens tariffs on our allies and wants to ease the on Russia.  Electing Hillary was the biggest, most successful covert operation in history.  And 40% of Americans deny it.
