It's a rather rural district, only about 25K total voters (all parties). Since it was a primary, Republican was the only party voting. Chances are, this guy is from a family with traditional money and power dating back to plantation days. There's a really strong chance that this guy only got votes, because his name was the only one people recognized.
I am familiar with that part of the State, as it is about 2 hrs. drive from where I live.
