Something else is murky about the notification.

If Sudan did not respond to the first summons, then an alias summons (or something like it) would have to follow. And a government is not like some migrant who abandoned his last known address, rent unpaid, and no forwarding address.

If there have been numerous hearings, then, over the years, other notifications had also to be sent informing the accused of dates and results.
