Playing to win is throwing that money down, knowing you may lose big, but hey, you gotta go big to win big.

The key to this analogy is that much like playing against the house, the Bengals almost always lose 

And the fan base would go crazy if the Bengals ended up losing big by taking such a gamble too. People are not going to give the Bengals a pass if they lose just because they were aggressive. The fans want wins and want/expect the Bengals to be able to know 100% when to be aggressive and conservative in order to always win.
