So what's the really bad part here, and I'm not being sarcastic. Saying the letter didn't exist or re-opening the investigation. I mean I don't mind re-opening an investigation if you don't believe a previous one did a thorough job even if its against an opponent. I'm not saying that's the case, but if it were that wouldn't bother me.
