Black voters don't think so. Their voting records in Congress might be near identical, but Biden has been writing and pushing civil rights legislation since 1969. He was point man for the Dems in the '80s when they bucked Reagan on Apartheid. And he has the support of the first black president now.
He is not a democratic socialist, but both he and Sanders would be strong supporters of civil rights.
