More damaging to the bureau, then anything. He believed what he did was important. Ethics be damned. But not a crime.
I'm not sure. I think he had was a little high and mighty (not just TDS, he screwed Hillary, too). It's a good example of why they have the standards.
He was faced with unusually extraordinary choices. But a the end of the day, the failure to control leaks is what mattered. Leaks of unfinished investigations is what went all political.
