Well they wanted to sign Whitworth. They were prancing around the combine telling people it was a lock he was coming back...
Then...it fell through. Whitworth wanted to come back too...
The Rams just offered more money.
It's not like the Bengals intentionally let him walk. I do think they lack flexibility on negotiations sometimes.
