The problem is that the Bengals haven't come out and said they're rebuilding. They made it very clear that they were (supposedly) trying to win. I think it makes a big difference had the Bengals said they're rebuilding. Even if they said, they were NOT tanking but that they were looking at rebuilding the team, I think we all have different reactions.
